How to order each section of the page

Where is "rebuild" located. Within Article Manager?

Now you got me confused, first there is no rebuild in article manager , second what zou mean bzČ

"My menus are the proper order, it is just the order of each section is wrong and not in the same order as my menu and how it appears within article manager."

I found rebuild for the menus. This didn't do anything. All of my sections are still placed incorrectly. Actually, I am unable to move the article order. The "move" squares are greyed out.

Take a look. I am attempting to order each section on my page as the same order that my menus are in.

Ok, let me rephrase my original question.

How do I control the order of the articles on my page? If it is in Article Manager, it is not working because they are not in the same order as they are set in Article Manager.
