Theme options not accessible after joomla upgrade

I checked in IE and options are accessible now. Though it seems as if Menus assignment is not available. Is this because of joomla 3.1.1?
In Chrome I tried to refresh several times (shift F5 and ctrl F5) and it doesn't help. I noticed that chrome often doesn't refresh the site and changes are not visible. Is this due to some settings in chrome?
